Aboubacar Kagbe TOURE

Holder of a DES in Law from the University of Conakry (2006 session), Mr. Aboubacar Kagbè Touré began his career at the Central Bank of the Republic of Guinea (BCRG) in 1987, as a supervisor in the Administrative Services Department. He rose through the ranks of the BCRG’s career path, reaching the rank of Inspector General in 2012.

At the BCRG, he successively served as Head of the Legal Department, Head of the Insurance Department, Assistant to the Director of Insurance (1995-2003), Director of Insurance (2003-2004), Director General of the Inspection of Banks, Insurance and Microfinance (2004-2007), and Vice-Governor (from May 2007 to January 2009). Alongside his career at the BCRG, he benefited from several training opportunities abroad:

– at the International Development Law Institute (IDLI 1990) on financing contract negotiation techniques and legal dispute resolution,
– at the African Insurance Institute, on insurance techniques (P&C and life insurance from December 1992 to June 1993),
– at the ENA in Paris, where he successively obtained the Certificate in Public Administration (with honors, 2002-2003) and the Master’s degree in Public Administration (with honors in 2004).

In terms of practical internships and study trips, Mr. Touré received training at Bank al Maghrib (June 1989), the Ivorian Banking Society (in 1992), the Senegalese Insurance Directorate (1994), CIMA (1998), and the International Insurance Institute (IIA 1995). Mr. Touré has led numerous banking and insurance audit missions in Guinea and participated in financing program negotiations with the Breton Woods Institutions.
He was a member of the drafting committee for the Guinean Insurance Code and Accounting Plan, and a member of the drafting team for the BCRG staff regulations.

His extensive experience in finance, banking, and insurance, along with his in-depth knowledge of the Guinean administration, led to his appointment by the President of the Republic as Managing Director of SOGUIPAMI in 2022 and as Deputy Managing Director of the same company in 2011. In addition to his duties at SOGUIPAMI, he has chaired the Board of Directors of the Mining Investment Fund (FIM) since March 2022 and of Access Bank Guinea, the largest bank in Africa in terms of number of clients, and the largest bank in Nigeria in terms of capital (since 2021) and sits on several other boards of directors and technical committees of mining companies operating in the country.
